What is the best model based blogging software that completely separates content from code?

What I mean by "separate the entire contents of the Code "? I want a model that the designer can create. A model file must be an HTML file without PHP, ASP or other code in him. Blogger uses regular tags as the designer did not mind. But once you start getting into code, they can easily things muck up. You're really not the issue, Wordpress allows unmet PHP in the context of this template system. I want something that does not require that.
